2024 Clean Energy and Reliability RFP

Central Coast Community Energy (3CE) through this 2024 Request for Proposals for Renewable Energy and Storage Project intends to make progress towards meeting its respective goals related to Renewable Portfolio Standard (RPS), greenhouse gas emission reductions and reliability requirements by contracting with new or existing renewable energy and storage projects. 3CE is a Community Choice Aggregator (CCA) formed under the authority of a joint powers’ agency and subject to legislative and regulatory requirements imposed on load serving entities within the state of California. 3CE serves its members within the geographic boundaries of Monterey, Santa Cruz San Benito, San Luis Obispo, and Santa Barbara Counties.

RFP Schedule

Conforming offers for the 3CE's 2024 Clean Energy and Reliability RFP will have a delivery term of 10 to 20 years beginning no later than December 31, 2032. 3CE seeks offers from the following product categories:

1. Renewable Generation Only Contracts:

• Firm Renewable Energy: Zero emissions generation capacity or capacity that is eligible under the requirements of California’s Renewable Portfolio Standard (RPS) program and has an expected annual capacity factor of at least 80%. No storage projects shall qualify under this product category. Projects in this category should have a guaranteed generating capacity of at least 20 MW.
• Regular RPS Resources: RPS-eligible generation (e.g., solar, wind, geothermal), guaranteed generating capacity of at least 20 MW. 3CE has a strong preference for projects in this category with an earlier PPA start date.

2. Renewable Generation Plus Storage Contracts: RPS-eligible generation (at least 20 MW) paired with storage projects (at least 20 MW). The storage duration must be at least 4 hours and the capacity cannot exceed 100% of the generation nameplate capacity.
3. Standalone Storage Contracts: Stand-alone storage projects with a storage contract capacity of at least 20 MW. The storage duration must be for at least 4 hours.

Projects will be evaluated on a combination of quantitative and qualitative factors that include economic value, development risk, workforce development, environmental stewardship, benefits to underserved communities, and project location.
