Clean Power Alliance logo

Clean Power Alliance of Southern California (CPA) is soliciting competitive proposals for the purchase of 15-year renewable energy and storage contracts to fulfill CPA’s future energy needs. Ascend Analytics (Ascend) is administering this Request for Offers (RFO) process on behalf of CPA.

CPA's 2020 Clean Energy RFO seeks offers from the following product types:

  1. Renewable Energy Contracts: RPS-eligible generation and RPS + Storage projects, 5 MW - 300 MW in size. Projects in this category must have a commercial operation date no later than the end of 2025.
  2. Standalone Storage Contracts: Stand-alone storage projects with 5 MW – 100 MW of 4-hour duration capacity. Longer storage durations will also be considered. Projects must have a commercial operation date no later than the end of 2025.

Mandatory data templates will be supplied to bidders for submission of project information. Projects will be evaluated on a combination of quantitative and qualitative factors that include economic value, development risk, workforce development, environmental stewardship, benefits to Disadvantaged Communities, and project location.

Data Basin Tutorial

As part of the submission process, bidders are required to submit an ArcGIS Layer Package of the project footprint in .LPK format.
Data Basin is used to help Bidders answer geospatially explicit questions about projects. Note that Bidders should allow two days for the Data Basin registration process. The Clean Power Alliance Gallery on Data Basin contains maps/datasets related to avoidance, renewable energy zones, and multi benefit areas. Here is a Data Basin tutorial to assist bidders in preparing the ArcGIS package.
