Clean Power Alliance (CPA), the Community Choice Aggregator (CCA) serving communities in Los Angeles and Ventura counties, is now soliciting offers for energy storage power purchase agreements (PPAs). Ascend Analytics (Ascend) is administering this Request for Offers (RFO) process on behalf of CPA. Bid submissions are due on November 11, 2019 by 5:00 PM Pacific Standard Time.
This solicitation is seeking stand-alone energy storage projects within the range of 10-100 MW of installed capacity with a 4-hour duration and with a commercial operation date (COD) no later than August 1, 2023. Priority fast-track status (expedited negotiation and contract award) will be given to projects with COD on or before August 1, 2021. These projects are sought to fulfill CPA’s incremental capacity procurement obligations under the CPUC’s Sept. 12, 2019 proposed decision requiring electric system reliability procurement for 2021-2023 in the Integrated Resource Planning proceeding, Rulemaking 16-02.
CPA is seeking full dispatch rights for the energy storage projects under a 15-year PPA, with pricing provided at the project Pnode. Projects will be evaluated on a combination of quantitative and qualitative factors that include economic value, development risk, workforce development, environmental stewardship, benefits to Disadvantaged Communities, and project location.
