Public Utility District No. 2 of Grant County, Washington (Grant PUD) is soliciting this All-Source Request for Proposals (RFP) seeking competitive proposals to supply up to 300 MW of firm capacity and energy. This solicitation is intended to help Grant PUD prepare for future challenges including customer load growth, clean energy goals, and resource adequacy concerns, as well as future participation in the Western Resource Adequacy Program (WRAP).
Ascend Analytics is assisting Grant PUD in administering this RFP process via the Ascend Energy Exchange (AEX).
Grant PUD will consider any electric supply side resources, with the exception of coal-fueled resources, which can meet all or part of our capacity and energy needs, consistent with the requirements described herein.
This All-Source RFP seeks proposals from a wide range of product types, with offers request in two categories:
Group A: Short Term Proposals:
Power Purchase Agreements (PPAs) for renewable generation, gas fired generation, energy storage, or hybrid projects with term length of 1 to 5 years. Offered project must be at least 50 MW and should have a PPA start date between 1/1/2025 and 12/31/2029.
Group B: Long Term Proposals:
Power Purchase Agreements (PPAs) or Ownership offers for renewable generation, gas fired generation, energy storage, or hybrid projects. For PPA offers, term length must be between 10 and 20 years. Offered project must be at least 50 MW and should have an online date (or PPA start date) no later than 1/1/2035.
Mandatory data templates for submitting offers are available below. Projects will be evaluated on a combination of quantitative and qualitative factors that include economic value, development risk, and strategic alignment with Grant PUD's mission.
