Ascend Analytics Announces Request for Proposals for Renewable Resource Projects on Behalf of the City of Anaheim

Anaheim, California, September 25, 2025: Ascend Analytics (“Ascend”), the leading provider of market intelligence and analytics solutions for the power industry, today announced that The City of Anaheim (“Anaheim”) has issued a Request for Proposals (“RFP”) for one or more renewable resource projects (each a “Proposed Project”) to meet its energy procurement obligations, environmental goals, and commitments to providing cost-competitive, clean energy to customers. Ascend is administering the RFP on behalf of Anaheim through its Ascend Power Procurement platform.  

The City of Anaheim (“Anaheim”) through its Public Utilities Department (“APU”) provides electric and water service to approximately 360,000 residents and 15,000 businesses located in Anaheim. With over 700 megawatts (“MW”) of generation capacity, APU supports a peak demand of 593 MW and an annual usage of 2.6 billion kilowatt-hours.  

This RFP supports Anaheim’s goal of serving 100% of its retail load from zero-carbon resources by 2045 and helps meet its California Renewable Portfolio Standards (“CA RPS” or “RPS”) obligations as outlined in PUC section 399.30. This effort also aligns with policies adopted by Anaheim’s City Council, including the Anaheim RPS Policy – Procurement Plan and Enforcement Program (2017 Update), 2018 Integrated Resources Plan, and 2023 Integrated Resources Plan.  

Anaheim welcomes proposals for Proposed Projects with near-term commercial operation dates (“COD”) or delivery dates beginning on or before December 31, 2032. Anaheim will give strong preference to Proposed Projects with a COD prior to 2030. Proposed Projects must be between 10 and 250 MW in size to be eligible for this RFP.  

Respondents should submit Proposed Projects for the following resource types:

  1. Renewable Generation Only Contracts: RPS-eligible generation from solar, wind, geothermal, or any other PCC1 generating resource.  
  2. Renewable Generation Plus Storage Contracts: RPS-eligible PCC1 generation paired with storage projects. The storage duration must be at least 4 hours. Each component, both the renewable generation component and the storage component, must be between 10 and 250 MW.
  3. Standalone Storage Contracts: Standalone storage projects (e.g. lithium-ion battery storage, compressed air storage) with a duration of at least 4 hours.  
  4. PCC1 Index+ Contracts: RPS-eligible generation (e.g. solar, wind, geothermal) offered as a PCC1 Index+ contract.  

General instructions for participating in Anaheim’s RFP and eligibility requirements are described in the RFP Protocol, which can be found on the RFP website. Proposals are due October 30th, 2025, by 5:00PM Pacific Time to be considered in this RFP.
