Grant PUD Announces All-Source RFP to Procure 300 MW of Firm Capacity and Energy

Public Utility District No. 2 of Grant County, Washington (Grant PUD) announces an All-Source Request for Proposals (RFP) to supply up to 300 MW of firm capacity and energy. This solicitation is intended to help Grant PUD prepare for future challenges including customer load growth, clean energy goals, resource adequacy, and future participation in the Western Resource Adequacy Program (WRAP).  

Any electric supply side resources, with the exception of coal-fueled resources, consistent with the requirements described in the RFP protocol, will be considered by Grant PUD.  Grant PUD seeks proposals from qualified parties from a wide range of product types, with offers requested in two categories:  

Group A: Short Term Proposals:

  • Power Purchase Agreements (PPAs) for renewable generation, gas fired generation, energy storage, or hybrid projects with term length of 1 to 5 years. The offered project must be at least 50 MW and should have a PPA start date between 1/1/2025 and 12/31/2029.

Group B: Long Term Proposals:

  • Power Purchase Agreements (PPAs) or Ownership offers for renewable generation, gas fired generation, energy storage, or hybrid projects. For PPA offers, term length must be between 10 and 20 years. The offered project must be at least 50 MW and should have an online date (or PPA start date) no later than 1/1/2035.

Ascend Analytics, via the Ascend Energy Exchange, is administering the RFO process on behalf of Grant PUD. An informative webinar for interested bidders is scheduled for January 11, 2024, at 1:00pm PT. Submissions are due on February 9, 2024.  To participate and receive All-Source RFP updates and materials, prospects are required to register on the Grant PUD website.
