In both the New York and ISO-New England (ISO-NE) electricity markets, the challenges and costs of meeting load growth and clean energy goals are becoming increasingly apparent. However, opportunities for clean capacity and energy will require additional support by state programs to overcome limitations of the regional power market, especially given headwinds of unreachable RPS targets, anticipated load growth, and opposition to any new fossil generation.
